Job Descriptions: The job holder is responsible for the assigned procurement tasks for the company.as follows:
- Taking full responsibility for all departmental tasks related to specialized work, labor discipline, compliance with state regulations, company regulations, and assignments from the Chief of Division.
- Assigning tasks within the department and to department personnel.
- Directing and monitoring the implementation of departmental tasks.
- Evaluating the work results of department personnel.
- Organizing training and development activities for department personnel and collective activities.
- Participating in the development of company regulations and policies.
- Participating in the planning and implementation of investment projects related to centralized procurement; Coordinating with relevant divisions to resolve issues arising during project implementation; Conducting settlement procedures.
- Developing procurement plans and budgets for goods subject to centralized procurement.
- Compiling reports on approved procurement plans.
- Conducting market research and understanding suppliers and market price fluctuations.
- Implementing approved procurement plans.
- Organizing inspections, supervision and conducting specialized training, implementing activities related to goods procurement and overseeing the ordering, import, and handling of tax-exempt goods.
- Proposing measures to address issues arising during contract execution.
- Conducting settlement procedures for contracts handled by the Central Purchase Department.
- Disposing of procurement contracts and reporting procurement implementation and contract implementation status.
- Providing reports on investment implementation.
- Reporting budget implementation status and delegated authority implementation status.
- Participating in committees and councils as directed by Chief of Division
- Instructing task execution and monitoring, checking the progress of assigned tasks.
- Evaluating suppliers and evaluating the work results of personnel assigned tasks.
- Establishing procedures, forms, and monitoring their implementation for specialized work, document management according to company regulations.
- Organizing the development and deployment of programs, software to serve specialized work.
- Assigning tasks to specialists directly responsible for executing assigned tasks and performing other tasks as assigned by Chief of Division
Job Requirements
- Knowledge of culture, personal development and human psychology.
- Knowledge of bidding, contract management, and foreign trade warehousing.
- Communication skills, contract negotiation skills.
- Research skills, updating, mastering, and applying procedures, policies.
- Teamwork, synthesis, analysis skills.
- For specialized knowledge in beverage procurement, have knowledge/certification for each type of beverage.
- Abilities and skills at team building and leadership.
- Good verbal and written communication skills, including the ability to effectively communicate with internal and external customers
- Must be able to work under pressure and meet deadlines, while maintaining a positive attitude and providing exemplary customer service
- Ability to work independently and to carry out assignments to completion within parameters of instructions given, prescribed routines, and standard accepted practices
